About This Service

RAD is a HUD program designed to privatize and leverage investment in existing public housing. SFHDC has partnered with John Stewart Company, Related California and Ridgepoint Nonprofit Housing to renovate and operate the 440-unit cluster of existing public housing comprising Hunters Point East and West, and Westbrook Apartments, both on Hunters Point Hill. The City has designated SFHDC as the lead service provider for this RAD cluster. SFHDC staff serve as case managers, and provide linkage to an array of quality services, as well as coordinate a variety of educational and recreational activities for these 440 households.

Support Services

SFHDC provides comprehensive, on-site, culturally competent social services for approximately 2,500 residents at properties that they have developed or renovated, including five Rental Assistance Demonstration sites.

Economic Development

SFHDC has a long history of providing neighborhood-serving retail spaces in its mixed-use developments, ensuring residents have access to affordable, culturally appropriate goods, services, and employment opportunities. The pandemic created additional hardships for small businesses that relied on foot traffic and in-person sales. Through its Fillmore Small Business Empowerment Hub, funded by the City’s DreamKeeper Initiative, SFHDC is supporting the growth and establishment of dozens of Black-owned businesses.

Financial Empowerment Services

The Financial Empowerment Center (FEC) provides renters, aspiring homebuyers and existing homeowners with the skills, knowledge and information they need to obtain, stabilize and maintain affordable housing, whether it’s a rental or home purchase. Clients learn how to improve their financial health and net wealth by decreasing consumer debt and increasing their savings.
